Additionally, for 26/27 enrollment will be done by lottery. See below for details on the priority enrollment categories and the enrollment lottery. 26/27 Enrollment Process
Intent to Enroll forms for the Kids Care Expanded Learning Program 26/27 school year will be available to the greater school community and incoming families beginning April 4th. At that time, the link will be available here and will be distributed via Parent Square to OAUSD families. Site Managers will offer office hours and Chromebooks to assist families with registration as needed.
For the school year 2026/27, we are introducing our new “registration window + lottery” system. The intention in moving to this system is to alleviate the sense of urgency to submit paperwork as soon as it is available, an urgency that has increased in recent years. We will have two enrollment windows. Within each of these windows, there will be no priority assigned to the order that forms are received. It is no longer necessary to rush to submit forms, please just plan to submit them at some time during your registration window.
First, there will be an Advanced Registration Window for all currently-enrolled students (and their incoming siblings). Forms may be submitted any time between March 30th and April 3rd. ELOP-eligible (see definition below) students in this batch will be invited to enroll, and non-ELOP- eligible students will go into an Advanced Registration lottery.
Second, there will be a Regular Registration Window between April 4th to April 17th. This is the registration window for the greater school community and incoming families. ELOP-eligible students in the Regular Registration group will be invited to enroll, and non-ELOP- eligible students will go into a Regular Registration lottery. In the unlikely case that there are not spaces available to serve all ELOP-eligible students at Kids Care, students will be offered spaces by lottery with the remaining families offered spots with our third party contractor, Boys and Girls Club Lucchesi Clubhouse.
After all ELOP-eligible students who have applied during the two registration windows have been offered a spot, as well as the children of district staff, remaining open spots will be filled from the Advanced Registration lottery first.
Once all Advanced Registration lottery families have been offered a spot in Kids Care, remaining spaces will be filled via Regular Registration lottery. On the first day of school, any remaining students from the Regular Registration window and additional spring and summer applicants will be given priority over any newly applying families. Advanced Registration and Regular Registration applicants will remain in their respective batches, and a third batch for newly applying students will be maintained. ELOP students always will have priority, however, as is mandated by ASES and ELOP.
The lottery will be for families first. Once we are full, if we happen to have spaces in which we can squeeze in one more student at one particular grade level, but for whatever reason do not have room for a sibling (this is not common but can sometimes happen), we will do a lottery for the single spot with all students from that grade level included. Students with siblings would not be excluded from this lottery. If a student from a sibling set is selected, we will offer the spot to the sibling we can accommodate and we will let the family choose what they would like to do.
Please note that it is our most important goal to keep staff numbers high and to have little-to-no waitlist at Kids Care in 26/27. Eligible waitlisted families will be offered an ELOP-funded spot at the Boys and Girls Club Lucchesi Clubhouse. All students enrolled at the Boys and Girls Club may ride the bus free of charge to the Lucchesi Park Clubhouse.
2026/27 Intent to Enroll Timeline
- Mar 30- April 3: Registration link sent to currently-enrolled families
- April 4-17th: Registration link available school-wide & online
- Early May: Invite first batch of enrollees, based on projected returning staff & using priority categories (see below)
- May-July: Secure additional staff & spaces as needed to pull remaining students off waitlist
- August onward: continue to enroll as staff and space becomes available
Priority Enrollment Categories
OAUSD prioritizes enrollment for foster or homeless youth (identified students are accepted into the program regardless of waitlist status). Priority enrollment is then given to ELOP-eligible students. This category includes aforementioned foster or homeless youth, students who are designated English Learners (RFEP students are not part of this priority category) and students who qualify for free or reduced price meals (FRPM). The next priority group is children of Kids Care staff and then children of OAUSD staff, returning families who submitted applications during the Advanced Registration window, families who submitted applications during the Regular Registration window, and then families who submitted after the Regular Registration window. On the first day of school families who submitted applications up to that date will move into the Regular Registration window. New applicants will be maintained in a separate batch. Once school is in session, special consideration will be given to those who are recommended by site principals as students who would particularly benefit from inclusion in the Expanded Learning Program (see below). When spaces open up, students in the appropriate priority category (and grade level group when applicable) will be selected via lottery.
- Priority 1: Homeless or Foster Youth (no fee in any program**)
- Priority 2: ELOP-Eligible Students
- FRPM- eligible students have fees waived in our ASES programs*** and per ELO-P****
- EL students may be charged a monthly fee based on our sliding scale
- Priority 3: Children of Kids Care & OAUSD Staff
- Priority 4: Students not in the above categories who are registered during Advanced Reg Window will be selected via a lottery to fill remaining available slots.
- Priority 5: Once all Advanced Reg students have been invited via lottery to enroll, Regular Reg students not Priority 1, 2, or 3 will be invited via lottery to fill remaining spaces or those that open up.
- Priority 6: Students who are registered after the Regular Registration Window who are not Priority 1, 2, or 3. Invited by lottery when space allows.
- Priority 7: Students who are registered after the start of the school year, who are not Priority 1, 2, or 3. Invited by lottery when space allows.

Our program size is wholly dependent upon staffing; enrollment cannot be guaranteed.
The Intent to Enroll form does not guarantee your family a spot in Kids Care. Space in the program is limited. A completed form will place you on a waitlist in the order received **within your enrollment priority category** as set by the California Department of Education and the McKinney Vento Act, our ASES grant, and our ELOP funding. As mandated by the California Department of Education’s McKinney Vento Act and our ASES and ELOP funding, the Kids Care Expanded Learning prioritizes enrollment for students who are homeless, foster youth, designated English Learners, and students who qualify for Free and Reduced Price Meals. If your child(ren) are in one of the above priority categories, if we cannot serve them at Kids Care we may offer them a spot at a partner organization such as the Boys and Girls Club.
If you do not fall into one of the ELOP/ASES priority categories listed above, please consider exploring back-up child care options so that your family is covered. It is our strong hope that we can serve your family. We will continue to work to grow our staff size in order to enroll as many students as possible, both within and outside of these priority categories.

About the Kids Care Expanded Learning Program
The OAUSD Kids Care Expanded Learning Program includes the Kids Care Before School Program, the Kids Care Expanded Learning After School Program, and the intersession and summer programs offered by the District. It is our goal to provide a cohesive learning and care experience for OAUSD students and families, in order to support and augment the learning that takes place in the classroom. The Kids Care Before School, After School, and intersession and summer programs provide high quality care, academic support, and enrichment to students in TK-6 grade in informal learning settings. Guided by the principles of Self-Determination Theory, the program is designed to foster students’ feelings of confidence, creativity, competence, and community. Our Site Managers, Instructional Assistants, and Campus Aides work closely with OAUSD teachers and staff to best meet each and every student’s academic, social-emotional, physical, and behavioral needs using an equity-, trauma-, and PBIS-informed lens.
- The After School Program runs at all five campuses of OAUSD. The program is open from dismissal to 6:00pm every day that school is in session, with the exception of three early release days annually when we close for professional development. The three days that Kids Care will be closed for professional development in 24/25 are: 12/20/25, 5/9/25, and 5/23/25. These three days are Minimum Days. Dismissal on these days is 11:50am for all schools except Miwok Valley, where dismissal is 11:45am.
- The Before School Program currently runs at select school sites but is open to all OAUSD students.
- La Tercera Elementary: The program opens at 6:30am every day that school is in session.
- Loma Vista Immersion Academy: No program at Loma Vista, but students may enroll at La Tercera and be bused to school.
- Miwok Valley Elementary Charter: The program opens at 6:30am every day that school is in session.
- Old Adobe Elementary Charter: The program opens at 7:00am every day that school is in session.
- Sonoma Mountain Elementary Charter: No program at Sonoma Mountain, but students may enroll at Miwok Valley and be bused to school.
- OAUSD provides expanded learning and care to eligible students for 30 days of intersession (Winter Break, Spring Break, and Summer Break). OAUSD partners with the Boys and Girls Club Lucchesi Park Clubhouse to provide this intersession care.
- The size of each of our Kids Care programs is dependent upon staffing. Our programs maintain a ratio of 20:1 or better for 1st through 6th graders, and a ratio of 10:1 for our TK/K students.
- Kids Care is not a drop-in program and, regrettably, we are unable to accommodate spur-of-the-moment schedule modifications or child care emergencies.

The OAUSD Child Development Department is guided by Self Determination Theory. This theory of motivation states that an individual of any age will feel more motivated to engage in an activity or task if the individual is supported to feel 1) competent to complete it, 2) connected to others in doing it, and 3) like they have some control over the situation through choice and voice. Meeting these important three basic psychological needs of competence, connectedness, and control helps to foster an individual’s well-being, goal orientation, and strong sense of self. At all levels of organization within our department, we consider the role that self-determination theory can play in cultivating community and success.

About the Kids Care Expanded Learning Program Funding Sources
The Kids Care Expanded Learning Program operations rely on a combination of grants (below) as well as family payments. Thank you for your support in keeping our program running strong in the service of families.
The Kids Care Programs at La Tercera Elementary and Miwok Valley Elementary are recipients of the ASES grant, which subsidizes some of the programming at those two school sites:
“The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49. This proposition amended California Education Code (EC) Section 8482 to expand and rename the former Before and After School Learning and Safe Neighborhood Partnerships Program. The ASES Program funds the establishment of local after school education and enrichment programs. These programs are created through partnerships between schools and local community resources to provide literacy, academic enrichment and safe constructive alternatives for students in transitional kindergarten through ninth grade (K–9)[....]
First priority enrollment is given to students who are identified by the program as homeless youth or as being in foster care (EC sections 8483[c][1][A] and 8483.1[d][1]A])."
Students enrolled in our ASES programs are asked to participate in expanded learning for the full program hours. However, we are in full support of those instances when a child's reasonable early release from the program or late arrival to the program is in their best interest. For the 2023/24 school year, the Kids Care Expanded Learning Program at Miwok Valley is participating in the Child and Adult Care Food Program. This program provides a 5-component "supper" that follows the nutrition guidelines established by the program.
"The Child and Adult Care Food Program (CACFP) is a federal program that provides reimbursements for nutritious meals and snacks to eligible children and adults who are enrolled for care at participating child care centers, day care homes, and adult day care centers. CACFP also provides reimbursements for meals served to children and youth participating in afterschool care programs, children residing in emergency shelters, and adults over the age of 60 or living with a disability and enrolled in day care facilities. CACFP contributes to the wellness, healthy growth, and development of young children and adults in the United States."
Beginning in 2021/22 the Kids Care Expanded Learning Program is the recipient of Expanded Learning Opportunities Program funding to provide expanded learning access to unduplicated students.
“The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade. ‘Expanded learning’ means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year [....]
LEAs that receive ELO Program funding at the lower funding rate pursuant to EC Section 46120(d)(1)(C) will be required to offer the ELO Program to all TK/K-6 classroom based unduplicated pupils and provide program access to any TK/K-6 classroom-based unduplicated pupil upon parent/guardian request."
Intersession and Summer Programming
Intersession & Summer Programming
OAUSD partners with the Boys and Girls Club Lucchesi Park Clubhouse to provide 30 days of intersession expanded learning and care to ELOP-eligible families. The discount code to register for intersession programs will be provided via Parent Square to families who are designated as eligible by the District. Eligible students are those who are designated English Learners, who qualify for free or reduced price meals, who are experiencing homelessness, or who are in the foster care system. If you believe your child qualifies for ELOP-funded intersession programming but you don't receive the discount code please reach out to Director of Child Development Rebecca Hachmyer via Parent Square or at rhachmyer@oldadobe.org.
Families may request reimbursement for the cost of transportation to and from the Lucchesi Park Clubhouse. If not having busing to and from the intersession programming will prohibit your ability to access the programming, please reach out to Director of Child Development Rebecca Hachmyer via Parent Square or at rhachmyer@oldadobe.org.
